<strong>07/301	Apologies for absence.</strong>
Apologies were received and accepted from councillor Coombs (family reasons) and  from councillors Darch and Curtis (illness).

<strong>07/302	Declaration of Interest for items on the agenda and update of Register of Interests.</strong>
There were no declarations of interest and no changes to the Register of Interests

<strong>07/303	Minutes of the last meeting</strong>
Minutes of the meeting held on Monday 19th November 2007 were circulated, read, confirmed as a correct record and signed by the Chairman.

<strong>07/304	Clerk’s Report</strong>
<u>a.Recreation Ground toilets.  Completion of contract.</u>
In response to the clerk’s letter a letter had been received from the contractor.  The clerk reported that he had arranged with South West Highways Ltd. for quotations on the replacement of the tarred strip.

<u>b.Cessation of Carmel Coach service OKE017 and replacement by Tor & Torridge Coaches Ltd., OKE018.</u>
After discussion, the clerk was asked to contact the police and Mr J. McInnes (County Councillor) to request a site meeting.

<u>c.Report from the Appraisal Group</u>
It was reported that the first meeting of the full group had now taken place.  Col. A Clark had been elected chair and Mr A. Wright clerk/treasurer.  The first task was to apply for a grant from the Community Council for Devon, which was in hand.

<u>d.Public seats owned by the Parish Council</u>
The clerk asked for information about the number and location of seats owned by the Parish Council.

<u>e.Developments in the bid for Unitary status by Exeter City Council</u>
The clerk outlined the result of the bid by Exeter City Council to become a unitary authority.  The bid had been unsuccessful and the matter had been referred to the Boundary Committee for further consultation.

<u>f.Offer of “Introduction to Planning” training for councillors.</u>
The clerk brought this to the attention of councillors.

<u>g.Standards Board Training DVD.</u>
The clerk had received this DVD and offered it to councillors for viewing.

<strong>07/305	Questions from parishioners</strong>
Councillor J White raised a question about the ‘back lane’ beside Church House and the clerk was asked to arrange for this to be examined.  A similar point was also made about the road outside Dibbe House in South Tawton.

<strong>07/306	Correspondence</strong>
<u>a.Request for information for Dartmoor ‘What’s On’ Local Events Diary.</u>
Information forms were distributed to those councillors needing them.

<u>b.Information concerning the Dartmoor National Park Authority ‘Forum’.</u>	
The clerk had arranged for details of future meetings to be sent directly to the councillor nominated the Forum representative.
	
<strong>07/307	Agenda Items for discussion and Resolution</strong>
<u>a.Meeting dates for 2008</u>
The dates of all council meetings for the year 2008 were distributed and agreed.

<u>b.Setting the initial budget for 2008/2009 and the precept for 2008/9</u>

1.<u>Setting the budget for 2008 – 2009</u>
After discussion, councillors agreed to add and cost several matters, including elements of the repair and up-keep of the Victory Hall, the car-park and playing area in the Recreation Ground, helping to fund a bus shelter at Ford Cross and the expenses involved in Beating the Bounds in 2008 to the usual budget expenditure.  Proposed by councillor Pillar and seconded by councillor C White, the budget for 2008-2009  was agreed unanimously.

2.<u>The Un –Earmarked revenue carry forward.</u>
Proposed by councillor A White (Chairman) and seconded by councillor J White, the un-earmarked carry forward of £2000 was agreed unanimously.

3.<u>Setting the Precept for 2008 – 2009.</u>
As a result of careful deliberation, the precept for 2008/2009, proposed by councillor Pillar and seconded by councillor J White and agreed by all, was set at £11,800.

c.<u>Report on Eastern Link Committee meeting.</u>
The minutes of this meeting had been received.

<strong>07/308	Planning</strong>
<strong>a.DNPA 0550/07 (Louise Smith, 6th December 2007). Mr T Kaye, 2 Greenbanks, South Zeal. Full Planning Permission.</strong>  Conversion of storage shed to living accommodation.
The council agreed unanimously to support this application with the instruction that the original observation made in August 2007 on this same application should stand.  This read: “Council agreed to support this application, with the proviso that it was considered ancillary to the main dwelling and not sold separately nor let.”
<strong>b.DNPA 0902/07 (Christopher Hart, 17th December 2007).  Mr D Hassid, The Old Telephone Exchange, South Zeal. Full Planning Permission.</strong> New dwelling.  
Proposed by councillor Cann and seconded by councillor Souness (Vice Chairman) the council unanimously agreed not to support this application on the grounds of intrusive over-development of the site.  Concerns were expressed about the height of the proposed development, the access to the garage and the possible removal of a large section of Devon bank.
<strong>c.DNPA 0905/07  (Nicola Ford, 17th December 2007). Mr and Mrs MP Moody, Rockside, Dry Bridge, South Zeal.  Full Planning Permission.</strong>  Extension to existing cottage.  
Propose by councillor J White and seconded by councillor Cann, the council unanimously agreed to support this application with the proviso that all the windows should be of timber construction in keeping with the rest of the building.
<strong>d.DNPA 0927/07 (Louise Smith, December 24th 2007) Mr A Pearce, Arcott, South Zeal. Full Planning Permission.</strong>  Conversion of existing outbuilding/store to studio/store.  
Proposed by councillor Cann and seconded by councillor A White (Chairman) the council agreed unanimously to support this application, with the proviso that it be considered ancillary to the main dwelling and not sold separately nor let.
<strong>e.DNPA 0925/07 (Nicola Ford, 24th December 2007) Prof. NM Groom, Church View, South Zeal. Full Planning Permission.</strong>  Kitchen extension.
Proposed by councillor J White and seconded by councillor Souness (Vice Chairman) the council agreed unanimously to support this application.  
<strong>f.WDBC 11143/2007/OKE  (Anna Henderson-Smith, 14th December 2007)  Mr MA Goodhart, Taw Barton, Taw Green, Okehampton.  Full Planning Permission.</strong>  Erection of polytunnel for housing sheep.
Proposed by councillor Souness (Vice Chairman) and seconded by councillor C White, the council agreed unanimously to support this application.
<strong>g.DNPA0941/07 (Louise Smith, 31st December 2007)  Mr R Barkwell, Mount Pleasant, South Zeal.  Full Planning Permission.</strong>  Additional bedroom accommodation and re-positioning of oil storage tank.
After hearing comments from a neighbour to the development, proposed by councillor Souness (Vice Chairman) and seconded by councillor Cann, the council agreed unanimously not to support this application on the grounds that it was over-development within a very restricted site and potentially likely to be very intrusive to a neighbour.  In its present form it was thought not to be a suitable business development in this area.  It was further noted that it was difficult to reach conclusions as no dimensions were shown on the plans.  Further, if the DNPA Planning Authority was minded to grant this application, the council would wish to attend or hold a site meeting before a decision was made.



<strong>07/309	Determination</strong>

<strong>a.DNPA 0798/07 (Louise Smith, 5th November 2007) Mrs W Long,  Rose Cottage, South Tawton.</strong>  Renewal of slate roof to kitchen, alterations to existing car port and upgrade infilling of opening.
Granted.  Conditions: Natural nailed slates, no verge board, details of rear elevation to be submitted.
<strong>b.DNPA 0752/07 (Louise Smith, 15th October 2007)  Mr S McCaffrey for Black Street Field, Black Street, South Tawton. Full Planning Permission.</strong> Open-front tractor shed cut in sloping field,hedge on three sides.  
Granted.  Conditions:  Slate grey coloured roof material, wood stained brown/black, trees  and shrubs planted, only used for agricultural purposes, removed if becomes redundant.
<strong>c.WDBC 10654/2007/OKE (Anna Henderson-Smith, 19th September 2007)  Mrs B Gibbons, Hendicott, Spreyton.  Listed Building.</strong> Conversion of barn, which is adjacent to a listed building, into a studio.
Granted. Conditions: Studio to be ancillary to Hendicott Farmhouse at all times, Ecological Survey Report to be adhered to, bat survey if works not substantial within one year, matching materials, timber window frames.
<strong>d.WDBC 11022/2007/OKE (Ian Guffick, 11th December 2007) Mr R W R Reddaway, Livaton Farm, South Tawton.  Change of use of land.</strong>  Change of use of land to domestic curtilage.
Granted.  Conditions: No … structures shall be erected on the site unless the permission in writing … be obtained.

      <![CDATA[On Saturday 26th April, at 8:00pm, <strong>Helena Torpy and Steve Turner</strong> will be performing beautiful acoustic, fiddle and accordian music inspired by British, French and Swedish traditions. Tickets are £6 and may be obtained by calling Steve on Tel 01363 85066. Although this is not officially a Church House Concert, the format will be the same and I am sure it will be an excellent evening.
 
On Friday the 9th May, at 8:00pm , <strong>Jim Causley</strong> (www.jimcausley.co.uk)  will be playing the final Church House Concert before the summer.  Tickets are £6. Please phone Mark or Sarah on 01837 840775 to pre-book. Due to limited capacity, advance bookings only for this event.  For those of you who don't know Jim, he is a young singer / accordianist from Devon who has taken the folk scene by storm over the past few years playing solo but also with Devils Interval and now with Mawkin:Causley.  This is a great opportunity to see him play in a small, acoustic, environment.

<strong>07/292	Clerk’s Report</strong>

The Clerk had nothing to report.


<strong>07/293	Questions from parishioners.</strong>

Questions and observations from Dr. K Crawford:
a.	It was reported that the service bus 179 from Whiddon Down, turning down towards the entrance to the Croft off the old A30, was often severely hampered by cars parked at the top of this lane.  Sometimes the bus has to reverse back towards the main road.  It was asked that the Clerk ask for police help and support over this matter.
b.	Council’s attention was drawn to a new national emergency phone service which automatically routes calls to the emergency services using lines identified as free, so reducing waiting times.  This means that callers could end up talking to someone anywhere in the UK.  However, a recent test of the system handled 70,000 calls without problem.
c.	A report, available to Councillors, concerning a Senior Council meeting held in Exeter on future housing needs and care in the home was introduced.  
d.	A request was made to recommend community use and services to be built into the development of the Castle Hospital in Okehampton.	
e.	The Chairman (Councillor A White) asked that in the light of the decision by Carmel Coaches to end the 017 service which picks up and returns school children from and to the foot of South Zeal, the Clerk be asked to send a letter of complaint to Mr Richardson-Dawes (Team Leader, Public Transport, Devon County Council) emphasizing the short-comings of the alternative arrangement, which would be to provide a similar service based on Ford Cross.


<strong>07/294	Correspondence</strong>

a.	<strong>Training DVD from the Standards Board on planning committee meetings</strong>.   The Clerk had been invited to borrow this training video and had asked to be placed on the list.
b.	<strong>Notice of a meeting of the DNPA Forum Group on Friday 23rd November</strong>.  This notice will be passed to Councillor C White.
c.	<strong>Letter from ‘Detox for Devon’</strong>.  This letter was read to council.  It was decided not to put on any special event in response to this.
d.	<strong>Notice of a Silent March in Okehampton on Monday 26th November to raise awareness of domestic violence</strong>.  Council noted this event.
e.	<strong>Documents from South West Water, ‘Clean Sweep and Beyond’</strong>.  These documents were made available to councillors.  It was noted that improvement of the infrastructure of sewerage systems was a future target.
f.	<strong>Letter from the Bench Chairman, Central Devon Bench offering information about strengthening the ties between magistrates and the communities they serve</strong>.  Council felt that at the moment the invitation to speak with a Magistrate be deferred.
g.	<strong>Devon County Minerals and Waste Development Framework Minerals Core Strategy – Consultation</strong>.  This part of the Development Framework was noted.


<strong>07/295	Agenda Items for discussion and resolution</strong>

a.	<strong>Matters concerning the repair of the mains water supply to the Recreation Ground toilets and Pavilion</strong>.  Councillors aired their disquiet over some aspects of the quality of the work carried out to repair this mains water leak and improve the system.  The clerk was asked to write a letter to the contractor raising these matters.  Councillor Souness (Vice Chairman) as Chair of the Recreation Ground Association, said that the Association had granted £800 towards these expenses.  Council expressed their gratitude to the Association and were similarly grateful for the donation of £500 from the Folk Festival organisation which the Clerk had already received towards the cost of these repairs. 
b.	<strong>Matters concerning Footpath No. 2</strong>.  Councillor Cann stated that the situation had now been clarified and that he was happy with the outcome at the moment, which was substantially as described in the minutes for the last meeting.
c.	<strong>Report from the Appraisal Group</strong>.  The group reported that the Open Meeting had now been held.  Although the turn-out had been less than expected a considerable amount of information had been volunteered by parishioners towards the future work of the Appraisal Committee which was to be formed in the very near future.  
d.	<strong>Request from Mr C Law for a grant towards the costs (£325.95) of placing signs to advertise the Post Office</strong>.  After discussion, it was proposed by councillor A White (Chairman) and seconded by councillor Cann    that a grant of £100 be given to Mr Law towards this expense.  All agreed.
e.	<strong>Request from Okehampton District Community Transport Group for grant aid</strong>.  Proposed by councillor Cann and seconded by councillor A White (Chairman), a grant of £300 was made to this organisation.
f.	<strong>Suggested Housing Needs Survey by the Community Council for Devon for WDBC</strong>. The question of the housing survey, offered by the Community Council of Devon on behalf of West Devon District Council, was considered.  it was agreed that the recommendation of the Appraisal Committee be considered before reaching a conclusion on the matter.
g.	<strong>Request from West Devon Citizens Advice Bureau for grant aid</strong>.  Proposed by councillor Cann and seconded by councillor A White (Chairman), a grant of £100 was made to this organisation.
h.	<strong>Request for funding to help a pupil at Okehampton College complete a Duke of Edinburgh Gold Award in South Africa</strong>. 
After discussion it was agreed that regretfully this request could not be supported.  Approaches to various charities were recommended.

Amended plans to show porch and window detail.  Demolition of existing garage and workshop and provision of three new houses with garage, gardens and parking.  
As the return date for this application preceded the present meeting, council were asked to ratify the decision that had been taken that the previous advice, not to support the application, be re-submitted once more.  The decision, proposed by councillor Curtis and seconded by councillor Souness (Vice Chairman)  was so ratified in retrospect.  
e.	<strong>DNPA 0752/07 (Louise Smith, 7th November 2007)  Mr S McCaffrey for Black Street Field, Black Street, South Tawton</strong>. Amended Plans concerning revised location and detailing.  Open-fronted tractor shed cut into sloping field with hedge on three sides.  
The clerk reported that two parishioners had examined the amended plans but had not asked the clerk to forward any observations.  As the return date for this application preceded the present meeting, council were asked to ratify the decision that council supported this application in retrospect.  The decision, proposed by councillor Souness (Vice Chairman) and seconded by councillor C White was so ratified.
f.	<strong>DNPA 0868/07 (Louise Smith, 3rd December 2007)  Mr D Harcombe, Little Owls Foot, Sticklepath</strong>.  Full Planning Permission.  New first floor in raised roof and rear extension with minor elevational amendments to existing ground floor. 
After discussion and representation from Mr and Mrs D Harcombe, it was proposed by councillor Cann and seconded by councillor Souness that this application should be refused on the grounds of over-development.  However, Councillor Pillar proposed the amendment ‘that the application be accepted if the design was changed so that there were no Velux (or similar) windows in the side of the new build that faced North overlooking South Zeal village’, which was seconded by Councillor Curtis.  This amendment was carried by majority vote.

07/266	There were no declarations of interest and no update of the Register of Interests.

07/267	Minutes of the meeting held on Monday 20th August were circulated, read, confirmed as a correct record and signed by the Chairman.


07/268	<u><strong>Clerk’s Report</strong></u>

a.	<strong>Clearing the WDBC black litter bins</strong>. The bin outside the shop would be emptied more often.


07/269	<u><strong>Questions</strong></u>

a.	Mrs K.J. Pearson enquired about planning application DNPA 0518/07.  It was suggested that consultation with the Planning Officers might be helpful.
b.	Councillor J White asked about hedge trimming at various places. It was suggested that this should happen within the next 5 or 6 weeks.	
c.	Councillor J White asked that the Dog Warden’s attention be drawn to fouling on the South side footpath from Yellands to Greenbank.  The Clerk was asked to contact Mr D Ascott (WDBC Environmental Health).
d.	The Clerk was asked to contact Mr Richardson Dawes (DCC Transport Coordinator) about the changes in the bus timetable that meant that the last bus Monday to Thursday left Okehampton for Exeter at 3.45pm.


07/270	<u><strong>Correspondence</strong></u>

a.	<strong>Report from Mr Ian Brooker (Senior Ranger) on the repair of Prospect Lane and the diversion of Bridleway 57, with notice of works from Mr Andrew Davis</strong>. Mr Brooker had reported that agreement had been reached with all parties and that the proposed resurfacing of Prospect Lane would therefore go ahead at the end of September 2007.  The Clerk also circulated a note from Mr A Davis concerning the matter.  Mr Brooker had also informed the Clerk that the proposed diversion of Bridleway 57 should happen in October.

b.	<strong>Notice of Dartmoor Society Debate on ‘What future for the Dartmoor Village?’ on 29th September.</strong> This invitation was circulated.

c.	<strong>Notice of consultation in April 2008 on branch Post Office closures in Torridge and West Devon.</strong> Notification of the date and time of this consultation was brought to the Council’s attention.

d.	<strong>Notice about ‘Stand-by Saturday’, a nationwide overnight switch-off of non-essential electrical appliances.</strong>  This event,  a plea to turn off all stand-by equipment on this night, was advertised.

e.	<strong>Highway matters. </strong> The Clerk outlined the content of correspondence that he had had with Mr J Deasy (DCC Highways North) and the Tiverton Call Centre, “My Devon”, detailing perceived deficiencies in this service for Parish Clerks.


07/271	<u><strong>Agenda Items for discussion and resolution</strong></u>

a.	<strong>Visit of Ms S. Clarke, WDBC Licensing Officer, to discuss the alleged noise problems caused by the Oxenham Arms Hotel and the Kings Arms Public House.</strong>  The Chairman (Councillor A White) welcomed Ms Clarke to the meeting.  Ms Clarke said that she had spoken to the manager/licence holder at both premises.  She had been told that customers where being directed to the beer gardens at the rear of the properties and felt that, as she had received no more complaints, she would not be pursuing the matter further at the moment.  Having answered a range of questions on licence renewal and review, on banning orders and public disorder, the Chairman thanked her for this clear and concise information.

b.	<strong>Visit of Mr J Anstee (DCC Highways North) concerning the reduction of the speed limit through the village from 30mph to 20mph.  </strong>The Chairman (Councillor A White) welcomed Mr J Anstee (DCC Highways, North) to the meeting.  Mr Anstee explained the criteria that had to be satisfied before a reduction in the speed limit would be recommended and went on the itemise the measures that could be used to reduce traffic speed.  He asked that council advise him of areas within the villages where traffic travelled fastest and council undertook to pin-point such places on a map that Mr Anstee kindly supplied.  I was agreed that this would be placed on the agenda for the October meeting.  Mr Anstee concluded by explaining something of the funding issues for such measures and the Chairman thanked him for helping Council to move this matter on.

c.	<strong>Report and recommendations from the Appraisal Group following attendance at the Parish Plan Information. Event at Belstone Village Hall on Wed. 5th September.</strong> Members of the Appraisal Group reported their favourable response to the Parish Plan information meeting held at Belstone Village Hall and recommended that Council proceed. This was agreed by all, with a strong recommendation from Councillor Cann that Council act as the lead for this project at all times.

d.	<strong>Decisions based on research on various employment matters.</strong>  The Clerk outlined the progress that he had made investigating the law surround this subject.  He was asked to continue to do so as time permitted.

e.	<strong>Invitation to Councillors to report on their inspection of the footpaths/bridleways allotted to them.</strong> Some Councillors presented their reports.

f.	<strong>Report and discussion on the mains water supply repair to the Recreation Ground toilets and pavilion.</strong>  The Chairman (Councillor A White) presented two quotations for this work.  After discussion the motion that the quotation from Mr S White for £2760 including VAT be accepted in the expectation that the Recreation Ground Committee would grant between £800 and £1000 towards this cost, proposed by Councillor Cann and seconded by Councillor Souness (Vice Chairman), was agreed by all.

g.	<strong>Report from Councillors Woolland and C White on the Eastern Parishes Link Committee Meeting on 6th September. </strong> Councillor C White gave his report.

h.	<strong>Request from the Clerk for funding to attend the Devon Association of Parish Councils’ AGM. </strong> Proposed by Councillor A White (Chairman) and seconded by Councillor Pillar, all agreed to this request to allow the expenditure of £15.

i.	<strong>DAPC training opportunities.</strong>  A leaflet advertising various courses was made available to the Council.

j.	<strong>Report on discussion about the future of the bike jumps in the Recreation Ground.</strong>  I was reported that the bike jumps appeared to be in use again.  Mr D Chadwick had confirmed that the bikers group was still active.

k.	<strong>Request for the clearance of the vegetation around the cross at Addiscott Cross. </strong> The Clerk was asked to send a letter to the landowner asking that the promise to keep the vegetation around the cross cut back was honoured.

l.	<strong>Request that Mr A Madders’ memorial plaque be replaced.</strong>  The Council thanked Councillor J White for agreeing to supervise this matter.


07/272	<u><strong>Planning</strong></u>

a.	<strong>DNPA 0658/07 (Jon Holmes, 17th September 2007) Ms H Ratcliff and Mr T Sunderland for East Week Farm, South Zeal.  Full Planning Permission.</strong>  Driveway to provide off-road parking, garden shed and garden office for ancillary use.
Council agreed to support this application, with the proviso that the hedges remain untouched.
b.	<strong>DNPA 0711/07 (Jon Holmes, 17th September 2007) Mr and Mrs MJ&SJ Wonnacott, South of Firestone Cross for Wheatley Farm, South Zeal.</strong> Creation of new gateway (field entrance) SX66779269.  Prior Notification.
Council agreed to support this application.
c.	<strong>WDBC 10654/2007/OKE (Anna Henderson-Smith, 19th September 2007)  Mrs B Gibbons, Hendicott, Spreyton.  Listed Building.</strong> Conversion of barn, which is adjacent to a listed building, into a studio.
Council confirmed their earlier decision which read “The Council agreed to support this application.  However, Council also agreed that the converted barn should be considered ancillary to the main dwelling and not separately sold”

<strong><u>Declaration of Interest (for Items on the Agenda)</u></strong>

07/218	There were no declarations of interest.

07/219	Minutes of the meeting held on Monday 25th June were circulated, read, confirmed as a correct record by all and signed by the Chairman.


<u><strong>Clerk’s Report</strong></u>

07/220	Litter bin outside the shop is now in place.  The litter bin has now been placed outside the shop and is obviously being well used.

07/221	Distribution of 1:10,000 parish maps to all councillors. The Clerk distributed copies of this map to all councillors.

07/222	South Zeal speed limit.  PC Hartnell (Road Safety Casualty Reduction Officer) had given advice on how to proceed with this matter.  The Clerk was asked to contact DCC Highways and County Councillor J McInnes.

07/223	Postwatch panel report.  The Clerk reported that he had received information from Postwatch (South West Panel) concerning the proposed reduction in Post Offices in the County.  Of the 444 branches in Devon, 60 or 70 might be closed.  It is expected that the closure programme will be carried out on a county by county basis, with Devon being considered in February 2008.  There will be a six week consultation period and it was suggested that a variety of data to fight the possible closure of particular post offices should be collected prior to this.

07/224	
a)   There were no questions from parishioners

b)	Councillor Pillar asked PCSO Walker if he was aware of speeding motorbikes and cars in the village.  PCSO Walker said that he was and would give the matter some attention.

c)	Councillor Souness (Vice Chairman) mentioned further incidents of vandalism in the Recreation Ground and asked that the Clerk arrange contact concerning the placement of the Bottle Bank in the car park.  The Clerk said that he would do so.


<u><strong>Correspondence</strong></u>

07/225	Letter from the WI.  Councillor A White (Chairman) introduced a letter he had received from Mrs M.A. Clinch complaining about traffic problems in the centre of the village.  The Clerk was asked to reply, stating that the Council was most concerned about all parking matters that had been brought to their attention and that the matter would be considered in some detail within the proposed Parish Appraisal, the plans for which had now begun.

07/226	Invitation to attend a Parish Plan Information Event at Belstone Village Hall on Wed. 5th September.  It was suggested that it would be helpful if members of the Appraisal Working Group attended this event.

07/227	Invitation to give views on application by Devon Partnership NHS Trust to become an NHS Foundation Trust.  This information was presented to the Council.

07/228	Recent agenda and minutes of meetings of the Standards Committee. This information was presented to the Council.

07/229	Request for items for the Winter edition of the Dartmoor Visitor ‘What’s on Guide’.  Councillors took sheets to return to Dartmoor Visitor.

07/230	Documentation from Ms. Jane Marchand (DNPA Archaeologist) on South Tawton Parish Crosses.  Ms Marchand had sent documentation on several of the crosses in the Parish and a map showing the site of all of them.


<u><strong>Agenda items for discussion and resolution</strong></u>

07/231	Report from Ian Brooker (Head of Dartmoor Ranger Services) on proposed repairs to Prospect Lane.  Councillor A White (Chairman) welcomed Mr Brooker (Senior Ranger) to the meeting.  Mr Brooker outlined in some detail the proposed improvements designed to stabilise the surface and improve the drainage whilst preserving the use of the Lane as a bridlepath. He also indicated how the funding for this would be provided and the various bodies, such as the Parish Council, the Commoners Association and the British Horse Society, who would be consulted over this proposed work. The Council, welcoming these ideas, thanked Mr Brooker for his time and his continuing support of the Dartmoor heritage.

07/232 	Proposal of tasks for the Parish Lengthsman on 10th August.  A discussion of tasks for Mr Cooper lead to a suggestion that, as he would be retiring from this job in the near future, this occasion should be marked in some positive way.  Proposed by Councillor Pillar and seconded by Councillor Cann the clerk was asked to obtain a suitable gift for Mr Cooper and present this to him with the good wishes of the Council for all his hard work keeping the Parish in order for so many years.

07/233	Report from the Appraisal Group.  Councillor Pillar presented a report on the most recent meeting of the Appraisal Group, stating that the main structure of the Appraisal had now been agreed upon.  It was felt that a secretary would be needed to help organise the Appraisal and Councillor Cann suggested ways in which this might be achieved.  Parishioners would be invited to join the group in the near future. 

07/234	Report from Councillor Darch on the DNPA Local Development Framework and the Management Plan.  Councillor Darch, who had kindly agreed to read these documents and report on the salient points, said that they represented no great change, except perhaps in housing, where each parish might expect to provide its own solution to needs.

07/235	Report of DNPA course, “Planning in your Parish” from Councillors Cann and Darch.  Unfortunately neither Councillor had been able to attend this course.

07/236	Post of Cleaner/Manager for the Recreation Ground toilet block.  Consideration of a letter received from Mr P Squires (Building and Cleaning Contractors Ltd.) and recommendations made by Mr R Tilley.  Discussion of the exchange of letters and e-mails between Mr. P. Squires, the Clerk and the Chairman (Councillor A White) lead to the conclusion that much yet remained unclear.  Council will await Mr. Tilley’s views and return to this matter at the next meeting.

07/237 	Report from Councillor Souness (Vice Chairman) re: discussion on siting of dog bins in the Recreation Ground.  After some discussion it was proposed by Councillor Cann and seconded by Councillor Darch that one dog bin should be purchased and arrangements made for it to be emptied on a regular basis.  Further discussion would decide the site for this amenity near the Recreation Ground car park.

07/238	Request from Carnival Committee for annual grant.  A request to consider a grant to support the annual Carnival lead to a proposal by Councillor Cann, seconded by Councillor Coombs that £300 be given to the Carnival Committee.  All agreed.

07/239	An application from the Den Book Judicial Review Fund for contributions towards the legal costs of mounting a challenge to the planning decision to allow this development.  The Clerk reported that he had received objections to such contribution from two parishioners.  Proposed by Councillor Pillar and seconded by Councillor Souness (Vice Chairman) council agreed not to make any contribution to this Fund.  Majority decision.


<u><strong>Planning</strong></u>

07/240	WDBC 10550/2007/OKE ( Jonathan Dymond, 20th July, 2007) Mr R Reddaway, Livaton Farm, Livaton, South Tawton. Prior Approval –  Agric.  Erection of extension to agricultural building

Advised by Councillor Cann, who had had seen the plans for this application, the Council decided to make no comment.  However, council wished to point out to the Planning Authority that it would have been impossible to reach a decision on this application as it had been sent without any plans attached. It was hoped that any future Prior Approval notices would be complete.

07/241	DNPA 0518/07 (Christopher Hart, 30th July, 2007) Mrs KJ Pearson, 6 Steddaford Court, Sticklepath.  Full Planning Permission. Erection of timber-frame building used for horse shelter, fodder store and sheep pen.

Council decided not to support this application on the grounds that it was too large to sit comfortably in this sensitive moorland environment without making a considerably impact.  Majority decision.

07/242	DNPA 0521/07 (Louise Smith, 6th August, 2007) Mrs P Addelsee, Higher Blackaton, Throwleigh road, South Zeal.  Full Planning Permission. Car port and store to replace an existing garage and store.

Council agreed to support this application.
  
07/243	DNPA 0530/07 (Louise Smith, 6th August) Mr T Hopkins, 12 The Croft, South Zeal.  Change of use.  Change of use of land of (sic) to garden and driveway

Council agreed to support this application.  Majority decision.	

07/244	DNPA 0550/07 (Louise Smith, 13th August, 2007) Mr T Kaye, 2 Greenbanks, South Zeal. Full Planning Permission.  Conversion of storage shed to living accommodation
Council agreed to support this application, with the proviso that it was considered ancillary to the main dwelling and not sold separately nor let.

07/245	WSBC 10610/2007/OKE (Jonathan Dymond, 10th August 2007) Mr and Mrs J Mansell, West Nymph House, South Tawton.  Full Planning Permission.  Extension to form shower room and sun room.

Council agreed to consider this late application.  Councillor Pillar declared a prejudicial interest in this application concerning his possible involvement in the construction work and, having explained the application, left the meeting.  As this application was received too late to be put on the agenda, Council agreed that  it would be supported if advertised publicly for 7 days and if no objections were received from neighbours and others within this time.

Conditions: Submit detailed drawings to show design, appearance,siting,materials, disposal of foul and surface water, access, parking, landscaping, walls, fences, screening, location and species of all existing trees. Bat and bird survey, existing dwelling demolished and all debris removed within three months.

<u><strong>Notice of Unauthorised use</strong></u>
		
07/250	DNPA KB/0154/07 Unauthorised use of a shed in a field for living purposes, adjacent to Whiddon Goyle, Whiddon Down.  

Council decided unanimously to support such action as the Authority deemed necessary to prevent the unauthorised use of this shed.

07/251	Councillor Woolland volunteered to help Councillor Pillar with Planning Applications for the next month if needed.

      DEVON COUNTY FESTIVAL OF REMEMBRANCE
THURSDAY, 8th NOVEMBER 2007

      The 2007 Devon Festival of Remembrance will be held at the The Great Hall, University of Exeter on Thursday 8th November. Starting at 7.30pm, the Festival features the Band of Her Majesty’s Royal Marines from the Commando Training Centre, Lympstone.

In addition to remembering the fallen of the two World Wars and other trouble spots of the 20th Century, this year’s Festival will also focus on the sacrifices of Britain’s Armed Forces in conflicts around the world during the past twenty five years. These include the Falkland Islands War, Northern Ireland, the Gulf War of 1991 and more recently the Balkans, Sierra Leone and the present operations in Iraq and Afghanistan.

It is particularly apt, therefore, that the guest speaker will be Air Chief Marshal Sir Peter Squire, a former Chief of the Air Staff. During the Falklands War, he commanded No. 1 Squadron RAF, whose Harriers played such a prominent part in the success of that campaign.

The evening will include the traditional Muster of Standards of Legion Branches from Devon together with representatives of the Armed Forces, youth movements and the Emergency Services.  There will also be light entertainment and the event will close with the solemn Service of Remembrance.

Tickets can be ordered at the Okehampton Branch and Social Club in Station Road, price £6 for member, £8 for non-members. A coach has been arranged, departing More’s News Agency, Fore Street, Okehampton at 6pm on the night.

      <![CDATA[<strong>South Tawton Garden Club Newsletter - September 2007 to May 2008</strong>

      <![CDATA[Last summer I wrote of droughts; this time around I’m not even sure I can use the word “summer”!  It is, however, the time of year to reserve Thursday evenings for other peoples’ pictures and ideas.  Your committee very much hopes for your company at 7.30pm on Thursday 27 September 2007, in Belstone Village Hall, when Lindsay Fortune will tell us about the “Wilderness and Wildflowers of Western Australia”.  Having experienced a WA spring I can much recommend this evening – the flowers in colour, style and quantity are fabulous.  

<strong>TALKS:</strong> 	We continue the season with “Bulbs throughout the Year” (25 Oct), “Camellias” (22 Nov), Growing Vegetables” (24 Jan), “Sherwood through the year” (28 Feb), “Climbers” (24 Apr) and a very special visit from Keith Wiley of Wildside Nursery (ex-Garden House) on 27 March.  We hope this range appeals; we have asked all speakers to bring plants for sale where possible.  If you have been to any other clubs or venues and listened to a good speaker, let us know and we’ll book him/her.  Or if there’s a subject you find of particular interest, tell us and we’ll try to get a speaker for next year.

<strong>SOCIAL:</strong> Tea and coffee will be available from the kitchen hatch before each evening’s meeting, free and for nothing, except for 27 March when we will buy posher biscuits and charge 50p.  As 22 November is our pre-Christmas meeting, we will offer coffee and mince pies (and clotted cream!) in the interval.  Your committee much enjoys the opportunity to circulate and chat.  We hope you do too, and will join us again.  

<strong>FEES:</strong>	 This year’s membership fee is £5.00, representing very good value for money.  We would be grateful if you could pay at the first meeting (or send a cheque).  If you know of friends, neighbours or family who enjoy gardening and the company of like-minded people, do invite them to join us.   We are now asking visitors for £1.00 per visit, except for the Keith Wiley evening (when it will be £2.50 as he’s very expensive!)

<strong>SEEDS:</strong> You also have the opportunity to buy top quality flower and vegetable seeds at heavily discounted prices from Kings of Kelvedon.  Catalogues will be available at the September meeting.  All you then do is spend an enjoyable hour choosing next year’s extravaganza, fill out the order form and follow our simple instructions (NB there is no minimum order).  You can also order onion sets, grass seed, plant food and nets.  With luck, we will have the orders for distribution at the November meeting (plants and cold frames will be delivered direct to you).  This scheme raises money for the Club, and so keeps the membership fee down.

<strong>OUTINGS:</strong> Earlier this year we visited Caerhays Castle (magnificent magnolias) and Pinsla Nursery (quirky), had a guided evening around Sherwood garden (just fabulous) and spent a lovely day with the staff at Knightshayes (including the working areas normally off-limits).    No decisions have yet been made for this season’s outings, but we’ll keep you informed.  If you have recently been to a garden that you feel the Club would enjoy (and is accessible by coach) please mention it to Molly or Peter Fillingham. And if there is anywhere you particularly enjoyed on a previous Club outing, tell us and we’ll consider repeating it. 

<strong>PLANT SALES:</strong> The main event has been booked for Friday 2 May 2008 in Belstone Village Hall and we will invite the usual professionals with their treasures.  Bear the Club in mind when you plan your seed sowing, or get to grips with perennial-splitting in the spring, and pot on extra for the Club Stall.  The Plant Table will continue at monthly meetings, where you can bring any surplus bits to pass on to other members: these plants will not be priced, but if you would like to make a donation the Club will gratefully receive it!

There continue to be no identified cases of Foot and Mouth or Bluetongue in Devon. Key messages are vigilance, (checking livestock twice a day) and maintaining excellent biosecurity. The Devon countryside is open and welcomes visitors.

Devon County Council's Trading Standards Service, in partnership with Defra’s local Animal Health Office and the farming community, is helping to lead Devon's front-line to prevent and combat the spread of disease in animals. As part of the County Council's response to the outbreak of Foot and Mouth in Surrey, an online service is available providing a round up of County Council news and information, links to DEFRA for the national picture, and advice line contact details for the farming community. 


The online service also looks back to 2001 and the lessons learned in Devon. The official report of the Devon Foot and Mouth Inquiry makes fascinating reading and many of its findings were implemented by the Government in its reform of the national contingency plan.

Devon County Council’s Trading Standards Service Farming Standards Animal Health Operations Centre is operating extended office hours of 8am – 6pm, Monday to Friday, to provide advice and assistance to the farming community. The centre can be contacted on 08451 551999. The service also continues to monitor activity in the livestock business to ensure that all the disease prevention controls are being maintained.

 

Update on national situation 

Yesterday, Defra confirmed positive test results for Foot and Mouth Disease at a site within the existing Egham Protection Zone in Surrey. The cattle had been slaughtered on suspicion of the disease yesterday. It is the seventh outbreak since 3 August this year. Minor changes have been made to the Protection Zone and Surveillance Zone in the area.

Temporary control zones in the Hampshire area have been lifted following negative laboratory results. 

The Country is to be split into zones to help progress animal movements as follows - 

Protection and Surveillance Zones - No movements of live animals other than to Surveillance slaughter houses  

FMD Risk Area - Specific controls apply to this area 

FMD Low Risk Area - Existing FMD movements continue to apply.  In addition, farm to farm movements will be permitted under strict conditions and subject to high levels of biosecurity under a general licence.

Farm to farm movements of cattle commenced in Wales from 00:01 yesterday and similar movements are now permitted in England. Guidance on enforcing the new movement regime will be made available to local authorities. Details of the strict requirements of the new farm to farm General Licence, a movement matrix and a map of the areas are in the links below. Other general licences are available on the Defra website. The Trading Standards Service can provide copies and advice as well.

Bluetongue 
Defra has identified a Bluetongue Temporary Area which came into force from 15:30 yesterday while surveillance is carried out to determine whether the virus is circulating. The area covers Lincolnshire, Nottinghamshire, Leicestershire, Cambridgeshire, Norfolk, Suffolk, Northamptonshire and Bedfordshire.

Defra has confirmed that a second cow has tested positive for Bluetongue on the same farm in Baylham, Suffolk, where the disease was first discovered on Saturday 22 September. In addition Defra has confirmed that a third animal has tested positive for Bluetongue near Lowestoft. This is not sufficient evidence to confirm an outbreak of Bluetongue, and it cannot yet be demonstrated that the disease is circulating between the local animal and midge populations. Tests are continuing on the remaining animals on the premises and surrounding area.

Defra has stated: “Defra do not recommend the treatment of the general environment with insecticides, as this will have little effect on midge populations and have serious environmental implications.”

LACORS has produced a high level briefing on Bluetongue which includes summary information on the disease, the current situation, control measures that may be used and the role of local authorities. A copy is attached.

There is no restriction on exports relating to Bluetongue. Should Bluetongue be confirmed in the UK, exports of species susceptible to the disease out of the affected area would be restricted. However, exports of cattle, sheep, goats, pigs, deers, and llamas and their products from Great Britain are already banned by the EU under current FMB restrictions.

Defra is preparing information on the likely affect on exports if a bluetongue outbreak is confirmed.

An afternoon of apple juicing and at the end of the day’s pressing, a 40 minute family show, The Big Squeeze, around the apple press. Plus another opportunity to sample our own community cider ( - if there is any left - Ed.)]]>
      <![CDATA[This year’s tour sees <strong>Pomona</strong>, the apple press, touring to twenty communities around the South West offering local people the opportunity to bring along their apples, learn about identifying them, press them and taste the juice.Containers will be available to take away your juice.

The touring company this year includes Adam Montague, Apple Animateur. He is a leading expert on apples and will ensure that everyone has the opportunity to operate the press, give a demonstration during the afternoon about identifying apples and will also offer the service of specific apple identification for a small fee. 

Don’t forget your picnic. A barbecue will be available too.

Towards the end of the day people can enter the world of Pip the Apple in a newly written show called <strong>The Big Squeeze</strong>, robustly performed with live music song and puppetry.  Will Pip be brave enough to branch out and leave mum behind? Can she squeeze out the truth about poor old Uncle Alan? Will Mr Badfinger’s suggestions crush her enthusiasm? 

The script has been written by Jon Stokes who will be remembered by many for his previous visit to South Zeal as the Antipodean penguin-loving tractor driver in <strong>Taylor’s Tractor</strong>. 

The organisers are grateful to Mike & Caroline Boother for hosting the event, and South Tawton Parish Council for their support.
